Structural Consultant – 1990 to Present
Foundation Doctor, Inc. / Osborne Engineering is a foundation and structural engineering consultant on new designs and repairs for the general public, warranty companies, contractors, insurance companies, REALTORS®, and public housing authorities.
Additionally, we function as computer aided design and drafting and quality control software consultants. We also design AISI light-gauge structures for tri-steel structures. Work also includes testing of transmission line structural design software for the Electric Power Research Institute.
Project Manager, Commercial Rehab – 1989 to 1992
Embarcadero Postal Center: Administered design and construction contracts for $32 million rehab of 510,000 sq. ft. industrial building near downtown San Francisco. Completed TI work in 210,000 sq. ft. project, added 7 elevators, new central HVAC system, new electrical distribution, fire protection, and security systems, all while building was 50% occupied.
Additionally, we developed a phasing plan and reviewed schedule submittals, negotiated design and construction contract extensions and change orders, supervised staff of 8, and performed structural reviews.
Structural Engineer, Transmission Lines – 1987 to 1989
Completed study of uprate/reliability potential of all 115 kV wood-pole transmission lines. Designed and administered construction of emergency 345 kV double circuit tower replacement, which saved $4 million. Developed tower design method, which increased safety 20% at no cost.
Construction Engineer, Transmission Lines – 1985 to 1987
Administered contract for clearing 110 miles of ROW and construction of 180 miles of access roads in advance of transmission line construction. Coordinated environmentally sensitive construction work with landowners and government agencies.
Assisted in inspection and administration of construction contract for 120 miles of 345 kV transmission line through San Juan Mountains of southwestern Colorado. Involved in all phases of transmission line construction.
Design & Construction Engineer, Power Plants – 1980 to 1985
Provided foundation and structural review of $100 million expansion to the existing Nucla generating station. Design was first to use AISI light-gauge siding on commercial scale boiler building, which saved $400,000.
Designed and administered construction of a series of 5 new shop and office facilities for various utility operating departments. Performed complete M&E design. Acted as owner’s representative for $37 million contract to construct building and exterior facilities for turbine/generator for 400mW Unit #3 Craig Station. Also completed several pipeline and road alterations.
